Over the past decade, the Free and Open Source Software (OSS) phenomenon has had a global impact on the way organisations and individuals create, distribute, acquire and use software and software-based services. The OSS phenomenon provides a new paradigm for software development and distribution, particularly in a global context. Organisations now have a third alternative for software procurement in addition to buy or build in-house, as the amount of open source software available increases exponentially year by year. OSS has thus challenged the conventional wisdom of the software engineering and software business communities, has been instrumental for educators and researchers, and has become an important aspect of e-government and information society initiatives. OSS is a complex phenomenon and requires an interdisciplinary understanding of its engineering, technical, economic, legal and socio-cultural dynamics. This interdisciplinary nature of the phenomenon is one of the reasons why a large-scale international conference is necessary to address the complex research agenda offered by OSS.
OSS 2009 - the Fifth International Conference of OSS - will be held in Skövde, Sweden over the period June 3-6, 2009. The previous conferences in the series each attracted more than 150 attendees, comprising leading researchers, developers and graduate students from top Universities and companies worldwide. The conference is run under the auspices of the premier international ICT body, IFIP (Information Federation for Information Processing), an organisation established under the auspices of UNESCO in 1960. The conference proceedings, published by Springer, are distributed worldwide and are very widely cited. Extensive press coverage will be sought for the conference.
